Неравномерное распределение избирателей по округам, в результате чего некоторые малонаселенные округа могли получить непропорционально большое представительство в выборных органах всех уровней. Объявлено неконституционным в ряде решений Верховного суда США [Supreme Court, U.S.], принятых в начале 1960-х: "Рейнолдс против Симса" [Reynolds v. Sims] и "Уэсбери против Сандерса" [Wesberry v. Sanders] (1964).
